Oscar Mendoza

Managing Director of Secure Operations

Oscar brings more than four decades of dedicated corrections experience to Social Purpose Corrections, marked by an illustrious and deeply impactful career within the Texas Department of Criminal Justice (TDCJ). His extensive journey through public service includes serving in premier executive leadership roles, most notably as the Deputy Executive Director of the TDCJ, where he helped oversee operations, security, and administration for one of the largest prison systems in the nation.

Oscar is a results-oriented and people-first leader, recognized throughout his career for his ability to translate complex logistical and organizational challenges into viable, human-centered action plans. Most recently, his forward-thinking approach was instrumental in spearheading the agency’s Office of Organizational Development, focusing heavily on strategic mentorship, staff wellness, and positive culture change. Throughout his 40+ years of service, Oscar has blended big-picture policy vision with hands-on operational expertise to build deep trust among agency personnel, core partners, and stakeholders. He strongly aligns with SPC’s mission to challenge conventional practices, believing that fostering dynamic security, empowering staff, and investing in culture are the true keys to transformative justice and safer communities.
